AOCN and Numbering Resources
NPA-NXX (Central Office Code) and Pooling Administration: CHR maintains an experienced team of professionals to assist you in applying for and managing numbering resources for your business. We have long-standing proficiency with processes at NANPA and Pooling Administration (NeuStar). CHR streamlines the application and validation processes for all your company’s numbering requirements. CHR monitors and maintains current practices for code administration and pooling administration (thousand-block pooling).
AOCN: CHR is a well-established Administrative Operating Company Number (AOCN) authority. CHR can manage your NXX codes and make sure the industry sees accurate and timely representation of your codes, switches and homing arrangements in Telcordia’s BIRRDS ® (Business and Information Routing and Rating Database) and LERG ® (Local Exchange Routing Guide) products.

Code Application and Management:
CHR AOCN staff members serve as agent for the majority of our AOCN clients, interfacing with the NeuStar’s NANPA (North American Numbering Plan Administration) and NNPA (National Number Pool Administration).
- NAS (NANP Administration System) and PAS (Pooling Administration System) are the online systems CHR navigates on behalf of clients who are also AOCN clients and network integration clients. The systems are used to communicate requests and support for:
- Central Office Code (NXX) assignment
- Thousands-Block Numbering activities (NXX-X)
- Location Routing Number assignment
- Related activities surrounding central office codes – forecasts, returns, confirmations, etc.
- NRUF Forms 502: CHR files bi-annual reports on behalf of AOCN clients. These reports of numbering utilization are required of any carrier with NXXs listed in BIRRDS/LERG.
- NXX Reports: monthly subscription-based updates of new and deleted codes and routing changes in a report tailored to your business plan and scope.
- Local Calling Scopes: CHR offers tariff-based calling scopes, updated and managed for our clients, to assure proper call completion, to make sure you never have a disappointed customer!

Industry Code Acquisition and Management
One of the first and sometimes most important things an emerging company - or one which is re-casting or adding new lines of business - can do is get their “industry pedigree” and credentials set up correctly from the outset. Over the past 25 years, the telecommunications industry has evolved a number of standard codes which are used to identify various business entities, so that others in the public network can work effectively to collaborate or provide services.
This following is a partial list of Industry Codes, required to do business in telecommunications businesses of all description. CHR can assist with accurate ordering and management of these required elements:
- ACNA: Access Carrier Name Abbreviation – three character alpha/numeric code used to identify companies to the industry
- CIC: Carrier Identification Code – code issued to any carrier intending to capture and rate traffic usage
- CLLI™ : Common Language Location Identifier – an eleven character code designating city, State, office and use of a network site or entity
- DPC – Destination Point Codes – issued to carriers who have network elements (switches, equipment, databases) to which traffic is routed via SS7 networks
- HNI: Home Network Identity code, issued to Wireless entities with international roaming capability
- IMSI: International Mobile Subscriber Identity - provides unique international identities to mobile subscribers and mobile terminals
- OCN: Operating Company Number, sometimes called a Company Code, is a four-digit alpha/numeric identifier which is used to identify companies for a variety of business purposes in telecom.
- RAO: Revenue Accounting Office code, issued to carriers as either a shared or non-hosted code, required for entry of numbering resources in BIRRDS®

Network Integration and Ordering Team Approach
CHR Solutions has a long history with legacy clients in the telephone industry, assisting in development of competitive, cutting-edge networks like CLEC and wireless systems. As the industry has shifted and evolved, CHR Solutions has evolved, as well. We work with a variety of alternative and emerging network solutions and business approaches to develop forward-facing, successful new ventures.
- Interconnection: CHR Solution’s Regulatory staff interfaces with our Network Integration Service team members, to create a seamless and efficient project effort for our clients. We work closely with industry representatives to manage and escalate issues and problems that can prove daunting in today’s business environment, without expert advice.
- Collaborative Network Design: CHR’s experienced staff of network development experts possess current knowledge as well as history and experience in network design and negotiations. That one-two punch will assure your company the most efficient, expandable and cost-effective network possible.
- Ordering and Installation: CHR has a special expertise in developing and managing ASRs (Access Service Requests) for interfacing with major RBOCS and other carriers. Nearly 20 years of experience in issuing ASRs is a major advantage in today’s environment where major carrier are experiencing down-sizing and loss of talent/personnel in the network integration area.
CHR works will all major carriers and independent carriers, with experience in any online ordering system, always representing our clients’ interests. CHR’s team is experienced with all types of circuits and trunk orders, from meet point T1s to DS3s, OC and SONET products, as well as very specialized applications and elements such as 911 and SS7 Alinks.

Codes:
- DPC – or Destination Point Codes - are available from the industry source. CHR has long-standing experience in acquiring and managing these very important routing codes.
- Alinks: CHR works closely with clients and with the carrier/providers to assure stable and optimal links for establishing SS7 services on new and existing switches and network.
Databases:
- NPAC: The NeuStar Number Portability Administration Center, or NPAC, hosts the database that controls LNP (Local Number Portability). Their services include a database called SOA/SMS – or Service Order Administration/Subscription Management System. CHR manages this service activity on behalf of clients, either directly via a LTI (low-tech interface) or as an intermediate help-desk function.
- SS7 Provider Networks: CHR maintains a knowledgeable staff who can assist with STP and services descriptions, database changes and troubleshooting, coordinating A-link (through F-link) installations and moves, and other database functions, such as 800, CNAM – Calling Name; LIDB – Line Information Database.

911 Management
CHR assists clients in all telecom disciplines to establish 911 services. We offer assistance in design and ordering of facilities and trunks for physical connection to the 911 network.
In addition to creating the appropriate network elements, CHR also will assist in coordinating with the Emergency Services Provider and PSAP (Public Service Access Point) personnel.
Codes such as NENA (National Emergency Numbering Association) identifiers and other contract and negotiated elements of the networks are also part of CHR’s comprehensive 911 development and integration process.
- Intrado and other MSAG databases: CHR assists clients in developing and trouble shooting the MSAG (Master Street Address Guide) for enhanced 911 services. The MSAG database lists all customer numbers and locations.
- Alternative Providers: CHR can assist clients in investigating and choosing alternative, comprehensive service providers for 911 which is not route-based or traditional.
